First place belonged to the Athenians, who had advanced so far in both fame and prowess that their name was known throughout practically the entire inhabited world; for they increased their leadership to such a degree that, by their own resources and without the aid of Lacedaemonians or Peloponnesians, they overcame great Persian armaments both on land and on sea, and humbled the famed leadership of the Persians to such an extent that they forced them by the terms of a treaty to liberate all the cities of Asia.
