τῶν . . ἀποστάντων depends on φόβος. For the position of the attrib. partic., not rare in Thuc. when other qualifying words are added, cf. II. 18 ἐν Ἰσθμῷ ἐπιμόνη γενομἐνη, c. 67, 3.
