πάντες goes with Ἀρκάδες, implying that all their cities and cantons took part; cf. vii. 202 n. Ὀλύμπια ... Κάρνεια. These had previously prevented (or at least excused) the Peloponnesians from gathering their full force; cf. vii. 206.
