The ceremonial of an Eastern Court is, of course, far older than Deioces. Stein takes τοῦτό γε as limiting καὶ ἅπασι to πτύειν, i.e. none might spit in the king's presence, but those nearly connected with him might smile; it is impossible, however, to get this sense out of the words; καί adds emphasis to ἅπασι; cf. 133. 3 n. for the wickedness of spitting.
