καλῶς γὰρ οἴει: see on 451 a. Note the difference in tone of Gorgias' answer, as compared with 450 c.
φαίης ἄν: has the force of an affirmative. You would say ‘yes’; so οὔ φημι often means I say ‘no’, I deny. See Kr. 64, 5, 4.
ἐπιστήμη: from ἐπίστασθαι to understand, i.e. properly, correct understanding, knowledge. This takes the place of μάθησις, which strictly denotes the process of learning, whose result is ἐπιστήμη, because this idea better suits the above opposition between μεμαθηκέναι and πεπιστευκέναι.
