[209] ἀλλ̓ ὅτε δή: the same beginning of the verse as vs. 212, 216, 221.

ἐν ἀγρομένοισιν: among the assembled, cf. v. 55. This was on the occasion when the Trojans discussed the demand made by the embassy. The poet does not raise the question why Priam did not then make the acquaintance of Odysseus.
