οὐ λανθάνεις με, ὅτι: you do not elude me, “I fully understand that,” with pers. for impers. construction. Cf. ὅτι πονηρότατοί γέ εἰσιν, οὐδὲ σὲ λανθάνουσιν Oec. i. 19.

οὐδ᾽ οἰόμενος: in 22 and 23, Socrates used the word οἶμαι. Pericles perceives the underlying irony, and says, “You do not even believe it (to say nothing of knowing it).”
