εἰς πλεῖστον πόλεως, to the greatest extent of all the citizens, i.e. more than any other Theban. εἰς as in “εἰς ὑπερβολήν, ἐς τὰ μάλιστα”, etc. (cp. “ἐπὶ πλέον”): the gen. after the superl. adv., as Ai. 502 “μέγιστον ἴσχυσε στρατοῦ”.
