[55] τῶι ἐπὶ φρεσὶ θῆκε: so 8.218, Od. 11.146ἔπος ἐρέω καὶ ἐπὶ φρεσὶ θήσω”, etc. A rather commoner phrase is “ἐνὶ φρεσὶ” (“θυμῶι, στήθεσσι”), which shows that “ἐπὶ φρεσί” is to be taken in a locative sense.
