[404] ἐς δεκάτους ἐνιαυτούς seems to be a confusion between “ἐς δέκα ἐνιαυτούς” and “ἐς δέκατον ἐνιαυτόν”. Compare Aisch. Sept. 125, where “πύλαις ἑβδόμαις” seems to stand for “ἑπτὰ πύλαις”. The κεν with fut. indic. indicates that this sentence is a consequence of the former, then or so shall they not, etc.
