[66] βροτῶν is to be taken with “περὶἐστί” as Od.18. 248ἐπεὶ περίεσσι γυναικῶν”. In the second clause “περί” is adverbial to “ἔδωκε”. Trans. ‘Who is beyond mortals in wisdom, and beyond [all others] gave sacrifices to the gods.’ Cp. Il.1. 258οἳ περὶ μὲν βουλὴν Δαναῶν περὶ δ᾽ ἐστὲ μάχεσθαι”.
