[267] ξεινήιον πορεῖν is the most general expression for the bestowal of hospitality, δωτίνην is a more specific addition. The relative τε, which refers to both, is attracted to the gender of “θέμις”, cp. Od.24. 285τῷ κέν σ᾽ εὖ δώροισιν ἀμειψάμενος ἀπέπεμψε

καὶ ξενίῃ ἀγαθῇ: γὰρ θέμις”, with Il.11. 779ξείνιά τ᾽ εὖ παρέθηκεν τε ξείνοις θέμις ἐστί”. For θέμις used in the sense of regular custom, like “δίκη”, cp. Il.9. 134 θέμις ἀνθρώπων πέλει”.
